FTA Expands VAT Refund Eligibility for UAE Nationals Building New Homes in 2026

The Federal Tax Authority (FTA) has announced a significant expansion of the expenses eligible for VAT refunds for UAE Nationals constructing new residences. This initiative, introduced as part of the UAE's Year of Family, aims to reduce the financial burden of home construction and support homeownership across the country.

The expanded scope is expected to generate substantial VAT savings for eligible applicants and provides greater opportunities for UAE Nationals to recover VAT incurred during the construction of their family homes.

What Has Changed?

Under the new initiative, UAE Nationals may now claim VAT refunds on a wider range of construction-related expenses that form an integral part of their new residence and are intended for private family use. The FTA has confirmed that the expanded categories apply to eligible refund claims submitted on or after 1 January 2026, subject to compliance with all applicable requirements and documentation obligations.

Additional Expenses Now Eligible for VAT Refunds

The newly eligible categories include:

  • Staff quarters for watchmen, drivers, and domestic workers

  • Home gyms and game rooms

  • Integrated security systems and smart home systems

  • Electronic and smart doors for the residence and garage

  • Swimming pools

  • Decorative fountains and indoor water features

  • Landscaping works

  • Complete reconstruction projects, including demolition and rebuilding costs

To qualify, these features must form an integral part of the residence, be constructed on the same plot of land, and directly serve the primary residential property.

Potential Financial Benefits

According to the FTA, the initiative is expected to generate approximately AED 200 million in VAT savings for UAE Nationals, with average savings estimated at around AED 25,000 per claim. The authority also expects approved VAT refund claims to exceed AED 1 billion during 2026.

Who Can Apply?

The VAT refund scheme is available to UAE Nationals constructing a new residence for their own use and that of their family. Claims must be supported by the required documentation and submitted within the prescribed timelines established by the FTA.

Typical supporting documents may include:

  • Emirates ID

  • Family Book

  • Municipality completion certificate

  • Construction contracts

  • Tax invoices

  • Proof of occupancy

  • Payment records and supporting evidence

The FTA may request additional documents depending on the nature of the claim.

Why Proper Documentation Matters

Many VAT refund applications are delayed due to incomplete records, missing invoices, incorrect documentation, or uncertainty regarding whether certain expenses qualify for a refund.

Homeowners should maintain organized records throughout the construction process, including contracts, invoices, payment confirmations, and approvals related to eligible construction works. Early review of documentation can help minimize processing delays and improve the likelihood of a successful claim.
